European leaders' breakthrough defied expectations

(AP) ? Europe's leaders finally rose to the challenge Friday, backing bold ideas to help weak countries and frail banks ravaged by a debt crisis that has crippled economic growth and threatened the global financial system.

Markets roared their approval.

For the first time in 19 summits since the start of the crisis, the EU leaders defied low expectations by announcing plans to:

? Bail out banks, without putting any financial burden on strapped governments.

? Ease borrowing costs on Italy and Spain, the euro region's third- and fourth-largest economies.

? Seek stronger, centralized regulation to European banks.

? Rescue floundering countries, without forcing them to make painful budget cuts if they've already made economic reforms.

?Tie their budgets, currency and governments more tightly.

Europe's leaders trumpeted the agreement. The prime minister of Ireland ? one of the five euro countries that has required emergency funds ? said the plans marked a "seismic shift in European policy." British Prime Minister David Cameron said that "for the first time in some time we have actually seen steps ... to get ahead of the game."

There was a sign immediately that Europe's latest plan was easing fear in financial markets: The cost for the troubled government of Spain to borrow money on the bond market fell dramatically. The interest rate, or yield, on the country's 10-year bonds fell by more than half a percentage point, to 6.34 percent.

The Dow Jones industrial average recorded one of its biggest gains of the year, and stocks advanced even further in Europe ? in strong and weak countries alike. The benchmark stock index in Germany rose 4.3 percent, by far its best performance this year. Germany has the biggest economy in Europe, and a warm reaction there was a crucial sign of approval for the plan. Prices for oil and other commodities shot higher.

The decisions made at the European Union summit in Brussels won't end the crisis that has gripped Europe for nearly three years. Plenty of questions remain about how the bank bailouts would work, whether there's enough money committed to rescue banks and governments and whether impoverished, indebted Greece will be forced out of the euro club.

But for EU leaders who have consistently underwhelmed their exasperated publics and nervous financial markets, Friday's plans marked a breakthrough.

At first it looked like the summit would produce little more than a modest plan to stimulate growth in Europe. But Italy and Spain, whose borrowing costs have soared to dangerous levels, refused to sign off on a $150 billion spending plan unless something was done to ease their financial burdens.

So the leaders signaled a willingness to expand the use of Europe's two rescue funds. The money could be used to buy bonds to drive down a country's borrowing costs. Or it could be loaned directly to troubled banks, which would EU leaders said would help break "the vicious cycle" in which weak banks and weak governments threaten to drag each other down.

Before the summit, European leaders insisted that bailout funds be used only to rescue governments ? like Ireland, Portugal and Greece. If money was going to be used for banks, it had to first go to a government, which then funneled it to the troubled banks. But that added to the debt on a government's books because it was responsible for repaying the money.

So efforts to help the banks ended up raising fears about governments. That is why Spain's borrowing costs rose dramatically after the eurozone countries agreed to lend it $125 billion to rescue its banks.

The EU plans also call for a single regulator ? probably the European Central Bank ? to oversee Europe's banks. Currently, banks are regulated by their national governments such as Spain's, which have been slow to recognize loan problems and shut down the worst banks.

As part of a broad "banking union" the new regulator will likely get power to close failing banks if their national regulators won't do it. The plan is also expected to include deposit insurance across Europe. Individual European countries now insure bank deposits within their borders. But bank failures could overwhelm those national funds.

The bank overhaul is supposed to be completed by the end of the year.

The leaders said they were committed to linking their countries closer together economically and politically. But they put off the hard work of closer integration, which is likely to require countries to give up some of their taxing and spending powers to a European budget authority.

Most analysts cheered the EU plans but worried about the questions left unanswered. And they said the bailout funds are too small to handle the tasks that could be thrown at them.

Europe's two bailout funds have a combined $625 billion in lending power; up to $125 billion of that is already committed to helping Spain bail out its banks. The remaining $500 billion looks small compared to $3.1 trillion in Spanish and Italian bonds outstanding.

The solution hovering in the background, say some economists, is the European Central Bank. The ECB could buy any necessary amount of government bonds, backed if need be by the bank's theoretically limitless power to create new money. So far the bank has been unwilling to take this step, which could risk running afoul of its mandate to fight inflation and a ban on central bank financing governments. The ECB's next policy meeting is Thursday in Frankfurt.

The summit deal leaves out crucial details of just how any bank bailouts would work. Would bank creditors have to take a loss on their investments, or would taxpayers foot the whole bill? The deal didn't specify.

If the banking regulator and a rescue fund take ownership stakes in failed banks, manage those stakes in the taxpayer interest while forcing losses on shareholders and creditors, it could be positive, said Clemens Fuest, an expert in public finance at Oxford University's Said Business School.

Otherwise, simply charging taxpayers could be "a huge burden on growth in Europe for a very long time," Clemens said.

(AP) ? When Tom Cruise and Katie Holmes first got together, he jumped on a couch, she gushed girlishly, and many of their fans said, "Huh?"

Their split could cause just as much drama.

Not only are the images of two Hollywood stars at stake, so is the future of 6-year-old Suri, with some speculating that Holmes' decision to file for divorce in New York might mean she's seeking sole custody of their daughter.

Ultimately, Cruise may have the most to lose.

"There's no question this divorce is going to hurt his public image," said Dorie Clark, author of the forthcoming "Reinventing You: Define Your Brand, Imagine Your Future."

"His brand was already tarnished significantly when he first got together with Holmes five years ago and was infamously jumping up and down on Oprah's couch, and shortly afterward the videos of him praising Scientology were leaked," she continued. "This divorce is another opportunity for questions to be raised about his personal life, his religious beliefs ? which many consider outside the mainstream ? and that's not what a box-office star really wants."

California divorce attorney Michael Kelly, who is not involved with the Cruise-Holmes case, called Holmes' East Coast filing "a tactical move" that signifies "there will be an attempt to gain an advantage."

New York's comparative-fault divorce laws could be advantageous for Holmes, he said. The couple lived in Los Angeles.

Cruise and Holmes married in 2006 after a whirlwind love affair. He proposed at the Eiffel Tower. Their wedding was held at a 15th century Italian castle.

She filed for divorce Thursday, ending her first marriage. This will be Cruise's third divorce. He was previously married to actresses Mimi Rogers and Nicole Kidman, with whom he has two children.

Cruise showed up alone at the recent Los Angeles and London premieres of his latest film, "Rock of Ages." Holmes also was absent earlier this month when Cruise received the Friars Club Entertainment Icon Award in New York. But he did bring Suri with him, allowing her to stay up late for the raunchy proceedings.

"Divorce will actually help Katie Holmes' brand," Clark said. "More people are going to be thinking about her and aware of her. This is generating a lot of sympathy and interest from people."

Holmes, 33, rose to fame on the teen soap "Dawson's Creek." She went on to appear in "Batman Begins," and earned raves for her roles in independent films such as 2003's "Pieces of April" and 2005's "Thank You for Smoking." She took a break after giving birth to Suri in April, 2006, and marrying Cruise in November.

She did just a handful of roles until stepping things up in 2011. Holmes played Jackie" Kennedy in the Emmy-winning miniseries "The Kennedys," appeared in Adam Sandler's "Jack and Jill" and just wrapped a film with William Hurt. She said she's set to start another project in July.

Meanwhile, Cruise, who turns 50 on Tuesday, has remained a megastar. His latest role, as an Axl Rose-style rock star in "Rock of Ages," has won him strong reviews (though not corresponding box-office results), and his most recent "Mission Impossible" installment, "Mission Impossible: Ghost Protocol," has made more than $690 million worldwide.

"Tom Cruise's brand has always been the dynamic, likable hero ? the 'Mission Impossible' star that you're rooting for ? and it becomes harder for the public to get behind someone as a hero and want to go to the box office and cheer them on when there are serious questions about what kind of husband and father he is," Clark said.

Holmes' attorney, Jonathan Wolfe, said Friday that "Katie's primary concern remains, as it always has been, her daughter's best interest."

Football manager problems!


Hubby has four football manager games. The two internet ones are installed on my laptop as his computer doesn't have internet, the 2012 version worked once now the steam says it has no internet connection and can't load the game, ditto one of the other ones.

One of the non-internet ones works fine on his computer but the other non internet one won't work as it keeps saying it's not compatible with his computer.. which it is?

Poor man only having one disk that works now it's bugging me too! -anyone?

Real Estate Tips: Types of Foreclosures

If you are one of the many homeowners who is continuing to struggle with making your mortgage payment, a foreclosure may be an inevitable part of your future. While no one wants to default on a loan and face the consequences of a foreclosure, it is always in your best interest to learn as much about the process as you possibly can. One step in learning about the process is to gain a better understanding of the types of foreclosures that you could be facing. Whether regarding Nashville Condos or?Warner Robins Real Estate, here is a look at the two basic legal forms of foreclosure that you may encounter.

Nonjudicial Foreclosure

Real Estate Tips: Types of ForeclosuresWith a nonjudicial foreclosure, the bank or lender receives the power of sale after you have defaulted on your loan. A nonjudicial foreclosure will typically occur after you fail to make loan payments over a period of time. After you fail to make your payments, you will receive a notice of default. This notice will then be recorded with the county recorder of deeds. After the notice is recorded, you will have a period of time during which you can reinstate the loan by paying the amount due as well as the amount the bank spent related to your foreclosure.

If you are not able to pay your loan within a certain amount of time, the bank will give you notice that it intends to sell your property. The bank will then sell the property and use the money it receives to pay off the mortgage loan. In most states, the bank cannot require you to pay the difference between the foreclosure sale price and the amount you still owed on the loan.

In all, the nonjudicial foreclosure process typically takes just one or two months to complete. This is partially because the bank does not need to obtain a court order before it can sell your home.

Judicial Foreclosure

The primary difference between a nonjudicial and a judicial foreclosure is that the bank must go through the court as part of the process. While the exact procedures may vary somewhat from state to state, the first step typically involves sending a notice of default to the homeowner. If you fail to repay the loan within a certain period of time, the bank must then file a court complaint. A lis pendens is then filed in the recorder???s office to let anyone who is interested in the party know that foreclosure proceedings have started. Next, a settlement will be held and a judgment will be entered. After the property is sold, the bank can get a deficiency judgment against you if the sale price is less than what you owed.

Alabama Football: No Duron Carter Ever, Says Nick Saban

Ahhhh, the great Duron Carter escapade. The son of Cris Carter transferred to Alabama from Ohio State in April of 2011, but had trouble getting any closer to game action than the practice field. A few weeks into the season, Nick Saban noted Carter might not make it out for the year at any point, and then spring ball also came and went without him.

And now this:

Carter was rated a four-star recruit out of Fort Lauderdale by Rivals, making him the 11th-best receiver in the country. The 6'3 possession man mustered 176 career yards for the Buckeyes in 2009, and that's been his entire college career to date.

Huff TV: Arianna And Barbara Walters Remember Nora Ephron On 'Piers Morgan Tonight'

Arianna appeared on "Piers Morgan Tonight" with "The View's" Barbara Walters on Wednesday evening to share their memories of writer-director Nora Ephron, who died on Tuesday.

"She was a champion of women," Arianna said of Ephron, who was a HuffPost Editor at Large. "She really believed that women could do anything at any time."

Both Arianna and Walters spoke of Ephron's thoughtfulness and wit. Having known about her illness for six years, Ephron "wrote in a funny way, but a touching way, about death," Walters remembered.

"She did write a lot about death for somebody who was so funny and so full of life," Arianna added. "Part of it was her sense that you should live every day as if it was your last day. She even said, 'You should eat your last meal every day, because when the time comes to eat your last meal, you'll probably not be feeling like it.'"

At which point, Walters jumped in: "And, by the way, she was a great cook!"

Q: We are interested in a foreclosed home. When we first called the name on the outside of the house it was the broker so I assume she is also the Realtor. She would never call us back she seemed very uninterested in selling this house even went as far to tell us that the house had a busted pipe and had black mold all inside. After a week of waiting on this lady to show us the house because something didn?t feel right so I called Realtor we have used before well she showed us the house and we fell in love with it. There was no broken pipe. There used to be black mold that was cleaned up. We still want the house so we put a bid on the house under a construction loan for extra money to fix any problems we do know there was another contract on the house and the broker emailed by Realtor asking if we want to back out. Our Realtor told her no and saved the email why is this Realtor/broker doing this. Why would she ask that question? I find it to be very weird.

A: It is a possibility that the listing agent had also secured a buyer and thus would be potentially earning BOTH commissions. This may be a reason why they would want to discourage any other possible better offers from competing with the one they have in place. Yes, it is unethical if this were the case.

As far as REO agents not calling back, it seems that this is the norm among agents represent banks in the sale of bank-owned properties. Some refuse to communicate via any voice media and correspond only by email. It is a sad state of affairs.

A: I think you are confusing broker and rRaltor. A broker is someone with a license from the state that allows them to have agents under their supervision. A REALTOR (r) is an agent or broker who belongs to the National Association of Realtors and abides by their code of ethics. If you called the number on the sign you called the agent who listed the house for the seller. She also may have a buyer (she would represent both sides in that deal) who has put in an offer and she does not want your offer to compete with hers. Or the seller may have told her not at accept any other offers. The first reason would be against the ethics code. The second reason would not. Your agent should determine what is going on and take stps to correct any unethical behavior by speaking to the broker in charge of that office or by taking disciplinary action if warranted. I am an exclusive buyer?s agent and I often run into these questions with my buyers. It is not easy to get to the bottom of things like this but it can be done. Don?t give up hope yet!

This fabulous dog is Fantasia, a three year old female German Shepherd. She has the typical black and brown thick coat of a German Shepherd and is a good size, weighing 60 pounds. She might could stand to gain a few pounds but she is in good shape overall. Fantasia was pulled from our local animal shelter where she had been down there almost a month. She and a companion dog had been picked up by Animal Control. The owner was found and contacted and he came down but only took one back home. He signed Fantasia over to the shelter, said just couldn't afford to keep both.

Fantasia is just a wonderful dog. She is very sweet, easy going and is submissive. She is good with other dogs and with children. Fantasia will require a fenced in yard. She is not that high energy but will need some walks or play time. We are working on her house training. Fantasia is up to date on her vet care, will be spayed prior to adopting and is heartworm negative. She is on heartworm and flea/tick prevention. German Shepherds are very smart, social and highly trainable dogs and Fantasia will make someone a very lucky companion.

(AP) ? Once Anthony Davis slips on a Hornets hat above basketball's most celebrated eyebrow Thursday night, the NBA draft really starts.

Davis will head to New Orleans with the No. 1 pick, even if the college player of the year is reluctant to guarantee it.

After that, nobody can be sure what will happen.

"I don't know," said Michael Kidd-Gilchrist, a fellow freshman from national champion Kentucky. "I have no clue."

Well, here's how the first round might go at the Prudential Center in Newark, N.J.

Davis said he hasn't been told he's the Hornets' guy, but he shouldn't need to ask. Teams don't pass up his mixture of size, skill and defensive dominance.

Adam Goldman Is In With Web Series 'The Outs'

Show about gay men in New York has taken on 'a life of its own,' write/director/actor Goldman tells MTV News.

Adam Goldman is the writer, director and an actor on his own hit series, "The Outs." If you are young, gay and Internet-savvy (as most young gay men are these days), then you have probably heard of his show since the first three episodes are already out. If you are not any of those things, you should still check out the show.

Once the gay blogs (Out.com, Queerty, Towleroad, etc.) caught on to "The Outs," the show took on "a life of its own," according to Goldman, with viewers begging for more. The most interesting thing about the show, aside from its surprisingly high production value and its well-written dialogue, is that "The Outs" is an independently produced Web series that's making a sizable impact on a generation of viewers who are watching more and more of their entertainment online.

This six-episode dramatic Web series is funded entirely by successful Kickstarter campaigns and out-of-pocket expenses from the 26-year-old Bard College graduate and the creative team he assembled. "The Outs" tells the story of a couple of recent exes in New York and a good friend of theirs. The exes just so happen to be gay men.

Goldman explained the void he aimed to fill when he created the show. "I asked people, 'What's your favorite TV show about gay people?' Or 'name me a TV show [exclusively] about gay people,' " Goldman recalled. "Nobody really has an answer, and I think that's just sad."

Goldman noted that while TV has become more LGBT-friendly in the last few years, with a handful of excellent gay characters on "Modern Family," "Glee," "Smash," "True Blood," "American Horror Story" and more, none of these shows is centered around a gay story line.

"I think that what we've seen from the moment we started the project is a desire for it, and there's an audience for it," Goldman shared. "We just want to prove that there's space in media for stories like this. It's a story about people who happen to be gay, and we're super-proud and pleased to appeal to a gay audience."

As far as being on the edge of the online entertainment frontier, Goldman described his stance on the exciting position: "We're just trying to stretch the definition of what a Web series can be, so we're trying to shoot it as a TV show that happens to be online." As HD camera technology continues to improve and the costs of the equipment drop, piecing together a quality show is not the impossible dream that it was only several years ago, though the process is not easy to fund alone.

With the viewer base growing rapidly, Goldman and his team just surpassed their latest Kickstarter goal in just 48 hours. That puts the team ahead of its budget for the production of the show's upcoming fourth episode. Now is the time to keep an eye on Goldman and independent producers like him who are leading the new "TV on the Internet" movement. 'Blade Runner' still subject of scientists' debate

(Reuters) - While South African athlete Oscar Pistorius attempts to become the first amputee runner to compete at the Olympic Games, scientists are still arguing whether his artificial limbs give him a critical advantage or not.

Pistorius, born without fibulas and who had his lower legs amputated when a baby, uses carbon fibre prosthetic running blades and is hoping to qualify for the 400 metres at the Games.

Pistorius beat the Olympic qualifying time of 45.30 in Pretoria in March but must repeat that performance in an international meeting before June 30 to make the team for the London Games which start on July 27.

Pistorius, who has a personal best is 45.07, won the 100, 200 and 400 gold medals at the 2008 Paralympic Games. He also became the first amputee to compete at the athletics world championships when he ran in Daegu, South Korea last year.

"The science is fully clear that ... Mr. Pistorius runs considerably faster with his artificial limbs," said Peter Weyand, associate professor of Applied Physiology and Biomechanics at Southern Methodist University in Dallas.

He said in an email that the findings, with Matthew Bundle, assistant professor at the University of Montana's Department of Health and Human Performance, also showed Pistorius had an advantage over one legged amputees.

Pistorius has already won a legal case to compete against able-bodied athletes after the Court of Arbitration for Sport in 2008 overturned a ban which had been imposed by the International Association of Athletics Federations (IAAF).

The court said its ruling applied only to Pistorius and only to the type of artificial limb he uses and that the IAAF had failed to prove its case.

The irony is that data used in support of Pistorius at the arbitration court came from a group which included Weyand and Bundle. They only made known their dissenting opinion later and five other scientists in the same group reject their arguments.

Icelandic company Ossur, which makes the carbon fibre limbs, and the athlete himself, are certain he has no advantage and that is it sheer hard work which is behind his success.

"I have been competing on the Ossur flex foot Cheetah since I first started in athletics in 2003," said Pistorius.

"The leg has not changed and I have not run on any other prosthetic sprinting leg. My advances in time are down to how hard I train," he added in an email.

The futuristic look of the limbs, which are curved like an upside-down hook and which affix via sockets to the stumps of his legs, have earned him the nickname "Blade Runner".

The science behind the limbs themselves is surprisingly simple and has barely changed since Pistorius first starting using them, according to Richard Hirons, a clinical prosthetist and specialist in sports feet at Ossur.

"The bottom line is that it minimises the disadvantages," Hirons told Reuters. "He is basically on stilts, he has to take that into account, he has to think about the wind, he gets nervous when it rains.

"There is a big amount of extra effort required in the upper body to generate power, lift and compensation," he added.

CHEETAH INSPIRATION

Ossur, founded in 1971, makes many limbs and works with many Paralympians, but Pistorius is their highest profile client.

The limbs he uses, called the Flex Foot Cheetah, were developed by U.S. inventor Van Philips in the 1980s.

He had the bottom half of his left leg cut off by a motor boat when water skiing, but was a keen sportsman and was frustrated by the clunky prosthetic designs then available.

Ossur bought Philips' company in 2000 in an international expansion which has made it a leading global prosthetics firm, growing well beyond its Icelandic birthplace. Sales grew from $18 million in 1991 to $401 million in 2011.

Hirons said the limbs were curved carbon fibre, which were specially designed for high impact sports. The company also produces limbs with a more gentle curve for joggers, as well as feet and legs for daily use for ordinary people.

Also for non-athletes, the future is bionic limbs, combining small electronic motors and computer sensors.

Despite the findings of Weyand and Bundle, Ossur says the carbon fibre legs are much less efficient than real legs, ankles and muscles in absorbing the impact from running and returning energy back to the runner for forward movement.

"There is a huge amount of extra effort required in the upper body to generate power and lift and compensation," Hirons said of Pistorius.

SCHOLARLY DISPUTE

Weyand and Bundle disagree, setting out their views in a debate with their five fellow scientists who worked on the Pistorius case in an issue of the journal Applied Physiology in November 2009. They say the prosthetic limbs are lighter than legs and allow Pistorius to take quicker strides.

That meant he spent more time getting tread on the ground and less in the air, which in turn meant his athleticism needed to be less than able-bodied runners to reach the same speeds.

"We conclude that the moment in athletic history when engineered limbs outperform biological limbs has already passed," the two men wrote.

In a rebuttal, the other five scientists completely disagreed, writing that it was "common sense that amputation and prosthetic legs impair force generation".

They said the rapid leg swings could have resulted from training and Pistorius having to compensate for his disability.

Weyand told Reuters that he stuck to his views, which he said were backed up by scientific data.

While the scientists debate, Pistorius is still working to achieve his Olympic goal, though has fallen short so far.

"I have worked hard to achieve the Olympic qualification time - I have already run this time twice and my aim is to consistently run within this time ahead of the Olympics and I hope to be selected to represent South Africa," he told Reuters.
