Business, labor close on deal for immigration bill

(AP) ? Prospects for a Senate deal on an ambitious rewrite of the nation's immigration laws improved markedly as business and labor appeared ready to set aside their differences over a new low-skilled worker program holding up the agreement.

The AFL-CIO and U.S. Chamber of Commerce had been fighting over wages for tens of thousands of low-skilled workers who would be brought in under the new program to fill jobs in construction, hotels and resorts, nursing homes and restaurants, and other industries. But on Friday, officials from both sides said there was basic agreement on the wage issue, and Sen. Chuck Schumer, D-N.Y., said a final deal on the low-wage worker dispute was very close.

That likely would clear the way for Schumer and seven other senators in a bipartisan group to unveil legislation the week of April 8 to overhaul the U.S. immigration system, strengthening the border, cracking down on employers, allowing in tens of thousands of new high- and low-skilled workers and providing a path to citizenship for the estimated 11 million illegal immigrants already in the country.

"We're feeling very optimistic on immigration: Aspiring Americans will receive the road map to citizenship they deserve and we can modernize 'future flow' without reducing wages for any local workers, regardless of what papers they carry," AFL-CIO spokesman Jeff Hauser said in a statement. "Future flow" refers to future arrivals of legal immigrants.

Under the emerging agreement between business and labor, a new "W'' visa program would bring tens of thousands of lower-skilled workers a year to the country. The program would be capped at 200,000 a year, but the number of visas would fluctuate, depending on unemployment rates, job openings, employer demand and data collected by a new federal bureau pushed by the labor movement as an objective monitor of the market.

The workers would be able to change jobs and could seek permanent residency. Under current temporary worker programs, personnel can't move from employer to employer and have no path to permanent U.S. residence and citizenship. And currently there's no good way for employers to bring many low-skilled workers to the U.S. An existing visa program for low-wage nonagricultural workers is capped at 66,000 per year and is supposed to apply only to seasonal or temporary jobs.

The Chamber of Commerce said workers would earn actual wages paid to American workers or the prevailing wages for the industry they're working in, whichever is higher. The Labor Department determines prevailing wage based on customary rates in specific localities, so that it varies from city to city.

There was also disagreement about how to deal with certain higher-skilled construction jobs, such as electricians and welders, and it appears those will be excluded from the deal, said Geoff Burr, vice president of federal affairs at Associated Builders and Contractors. Burr said his group opposes such an exclusion because, even though unemployment in the construction industry is high right now, at times when it is low there can be labor shortages in high-skilled trades, and contractors want to be able to bring in foreign workers. But unions pressed for the exclusion, Burr said.

The low-skilled worker issue had loomed for weeks as perhaps the toughest matter to settle in monthslong closed-door talks on immigration among the senators, including Republicans John McCain of Arizona and Marco Rubio of Florida. The issue helped sink the last major attempt at immigration overhaul in 2007, when the legislation foundered on the Senate floor after an amendment was added to end a temporary worker program after five years, threatening a key priority of the business community.

The amendment passed by just one vote, 49-48. President Barack Obama, a senator at the time, joined in the narrow majority voting to end the program after five years.

BOEHEIM, THE FILM CRITIC

You know how those NFL coaches bury themselves in the film room? AP Sports Writer Joseph White reports from Washington that's just not Jim Boeheim's style.

"I'm not a big proponent of scouting, film work," the Syracuse coach said before facing fellow Big East member Marquette in a regional final. "I probably watch less film than anybody in the country. We know what we need to do. Everybody in this business knows what they need to do. It's a question of if you can execute it in the game."

That much was evident in the Orange's win against top-seeded Indiana on Thursday night. The Hoosiers just couldn't solve the Syracuse zone even though they knew what was coming.

"I always laugh at football coaches," Boeheim said. "They know every play, every position, every move that these other guys are going to make because they watch 36,000 hours of tape. Their players have no clue what they're talking about. ... I always say if the football player can do one-tenth of what those coaches know, they would be geniuses, because you can't.

"It's not what the coaches know or what you know, it's what the players know and how they execute, and sometimes it looks like we didn't coach 'em at all, you know, but we do. We do try. We do coach 'em."

SCARY STUFF

Author R.L. Stine has spent two decades scaring children with his "Goosebumps" youth horror books. Stine, who went to Ohio State, is also fascinated with the way the NCAA tournament puts the nation in a trance every March.

"This is why the tournament is so brilliant, with all the brackets," Stine told AP Business Writer Christina Rexrode. "That's incredible mind control."

Stine ? his latest work, "How I Met My Monster," is out this week ? said he doesn't fill out a bracket and doesn't follow the sport much until the tournament arrives. But his wife, Jane, always does a bracket.

"She has very strange methods," Stine said. "Last year, she just picked schools that began with K, and she did great."

Evidently so, considering Kentucky beat Kansas to win the national title.

GATORS, UNDERDOGS AND (GASP!) BLUE DEVILS

Wendy Thomas is the red-headed girl featured in the name and logo for Wendy's fast food restaurants. The daughter of founder Dave Thomas is keeping a close watch on this year's round of 16.

Wendy Thomas went to Florida, but cheers for Ohio State because she lives in Columbus, Ohio. She even told Rexrode that, while she wanted the Gators to beat tournament darling Florida Gulf Coast in Friday night's South Regional, she would've been OK had the game gone the other way.

"I love underdogs," she said. "Everybody deserves a chance."

As for her late father, well, he liked one of the blue bloods.

"There was a time there ? I hate to say it ? when he did cheer a lot for Duke," she said. "But I think he did it just to make me mad."

PIZZA FOR EVERYONE? ONLY AFTER 3 MORE WINS

Three more wins by Wichita State, and it's time for an all-time college-student favorite: free pizza.

If the Shockers win the title, Pizza Hut officials have promised to feed the students in the original restaurant building on campus the Thursday after the final game.

The first Pizza Hut opened in 1958 in Wichita and the building was later moved to campus in 1986 for use by student groups. Spokesman Doug Terfehr said in an email Friday night that the chain will bring in a mobile kitchen to prepare and serve the pizzas, and open the restaurant building for students to sit and eat.

The chain would also offer a $9 pizza deal, matching the Shockers' NCAA seeding, for people who sign up online.

Any more last-second 3-pointers from Ohio State ? which has won two straight in dramatic fashion to meet the Shockers in the regional final ? and Wichita State students will be depressed AND hungry.

ALL ABOARD!

Over in the women's tournament, AP Basketball Writer Doug Feinberg reports, the Maryland women took a different route to get to Bridgeport, Conn., for Saturday's regional semifinal against Connecticut.

The Terrapins couldn't fly since Maryland is within 350 miles of the site, so they took the train.

"We felt like it would be a tremendous experience for a lot of our players," Maryland coach Brenda Frese said. "I asked them and over three-quarters of them had never taken the train. To give them that experience through basketball was a phenomenal opportunity and one we really enjoyed together."

The Terps were able to spread out and held study hall during the 4-hour trip.

"The train ride was very different," Terps senior Tianna Hawkins said. "I'm not really used to all the stops and people coming and going. When I was younger I traveled a lot, but we flew."

The Terrapins will bus back to Maryland. They had sent a bus to their hotel with their gear and luggage.

A TOURNAMENT SLOWDOWN

The Flint Journal reported this week that a Michigan school district recently had to block access to college basketball games over its computer network.

The reason? People watching tournament games online last week slowed the Genesee Intermediate School District network so much that it prevented students from viewing online material at school.

Perhaps not coincidentally, it happened the same day Michigan and Michigan State opened tournament play ? though only Michigan State played during school hours.

Indiana is the latest top-ranked team from the preseason to fall short of the Final Four.

The Hoosiers' loss to Syracuse in the round of 16 marked the fourth straight year and ninth time in 15 years that the No. 1 in the AP preseason poll didn't make it to the tournament's final weekend, according to STATS.

Only three preseason No. 1s ? Connecticut in 2004, Florida in 2007 and North Carolina in 2009 ? have gone on to win the national championship since 1999.

EPA Proposes New Rule To Clean Up Gasoline And Reduce Smog

The Environmental Protection Agency (EPA) proposed on Friday a rule to clean up gasoline. The new lower sulfur gas is already what California uses to reduce air pollution, and the EPA wants it to be used nationwide. The agency estimates that it would save lives while adding a penny a gallon to the cost of gas. The oil industry fears it will cost more.

2013 New York Auto Show Winners and Losers - KickingTires

2014 Chevrolet Camaro

The New York International Auto Show proved to be one of the busiest of the auto-show season. Its two preview days were overflowing with new and redesigned cars that had Cars.com editors Mike Hanley, Joe Wiesenfelder, Joe Bruzek and Aaron Bragman scrambling through the Javits Center. With tired feet, we offer the hits and misses of the show.

2014 Chevrolet Camaro

Mike Hanley:?Loser
The new slimmer front grille is a small change that achieves dramatic results, making an already sinister sports car even more so. I know the new taillights have a retro influence, but I'm not a fan and prefer the ones on the current car. What's more, it doesn't look like Chevrolet has done anything to address the Camaro's weight problem or ridiculously bad visibility.

Aaron Bragman:?Loser
I'm not a fan of this update. The Camaro has now looked as it does for seven years ? since the concept debuted in 2006 ? and the first refresh we get is this? The interior is still uncomfortable, poorly laid out and made from awful-quality plastics, and not even the arrival of a track monster, the Z/28, can distract from that. With a new Ford Mustang coming next year and a new Dodge Challenger coming in two, you'd have thought Chevy would have gone farther.

Joe Bruzek:?Loser
The new Z/28 is a spectacle of high-performance dedication. Unfortunately, it took removing air conditioning, sound insulation and all speakers except one to save 300 pounds, which is still roughly 270 pounds heavier than a Mustang GT. I don't think we'll see a lighter-weight Camaro across all models until a platform change happens. I do like the new retro taillights, however, and was never fond of the previous chrome-trimmed quad taillights.

Joe Wiesenfelder:?Loser
I think I can second, third and fourth many of the sentiments above. I haven't been a fan of this Camaro, and, as predicted, its weight problem can't be fixed until it's re-engineered. The interior also needed an ergonomics overhaul. Oddly enough, I like the nose and taillight changes. That isn't enough.

2014 Chevrolet Corvette Stingray Convertible Vettewl

MH: Winner
The Corvette Stingray convertible has the same sharply creased lines, gaping grille and stylized taillights of the coupe, but the transformation does away with the coupe's dramatically updated roofline in favor of a familiar-looking soft-top. I wish the soft-top's shape were a little more daring, but no one will care when the top's down, which will probably be most of the time with this car.

AB: Winner
Shut up about the square taillights already, they totally fit with the car's image and work with the overall look. Pretty much the only way to improve upon the Stingray coupe was to chop the top off, and here it is. Everything that's a plus for the coupe applies to the convertible: great interior, amazing technology, gorgeous body and now wind-in-the-hair fun too.

JB: Winner
Despite losing its roof, the Stingray convertible looks more complete with the top down now that the black roof, which looks out of place on anything but dark-colored cars, is gone. Sitting inside with the top down is as natural as any dedicated convertible designed just to be a convertible, which is a feat considering the drop-top has a coupe variant.

JW: Winner
Definitely the better-looking body style with the top down. (If it was ever on display with the top raised, I didn't see it.) I'm more pleased by the interior quality, which seems much better than what I saw in the coupe ? even under the harsh auto-show lights, unshadowed by a roof. Anyone notice the six-speed stick? Sure, it's expected, but I'd expect it in many, many performance and sports cars, and sometimes it just isn't there.

2014 Dodge Durango Durangowl

MH: Winner
The Durango's exterior updates are much more subtle in person; The full-width taillights are the only thing that really stand out. A large dashboard touch-screen and new controls improve an already good interior. New just a few years ago, the Durango wasn't especially in need of a refresh, which makes all the changes for 2014 a pleasant surprise.

AB: Winner
The Durango is perhaps the best SUV that nobody's buying, and the new one is just that much better. Like Jeep's approach to the new Grand Cherokee, Dodge fixed the elements that needed fixing and left the rest of it alone. Even better fuel economy than before, a top-notch multimedia system, more than adequate power, butch looks and real seven-passenger room for mid-$30,000s? Why aren't you buying these, America?

JB: Winner
The subtle exterior changes add nice flair to the already attractive Durango, especially the rear taillights that look stunning when illuminated. Plus Dodge adds its proven 8.4-inch Uconnect touch-screen multimedia system, which is one of the best in the business and a notable knock against the Durango when it didn't have it.

JW: Winner
As I expressed in the Up Close, how many SUVs are this recognizable from behind, day or night, from a half-mile away? How many of those actually look good, too? Good exterior, good interior, big touch-screen and a rotary knob gear selector rather than the Grand Cherokee's springy T-handle. Nothing seems to have been done in this update that didn't need doing.

2014 Honda Odyssey Odysseywl

MH:?Loser
Just when you think cars have all the features you could possibly need, Honda comes out with a built-in vacuum cleaner for its Odyssey minivan, which makes all the sense in the world for this family-focused vehicle. What doesn't make sense is that it's exclusively offered on the Touring Elite model, a luxury minivan that costs nearly $45,000. Why not offer it on the lower-level EX trim?

AB: Winner
Of course it's about the HondaVac system. Honda has come up with the first actual innovation in the minivan world since Chrysler's Stow 'n Go seating, and even if it is a little gimmicky, it's a real-world useful bit of kit that owners all over will actually employ. Pro tip: Parents, buy yourself a Flowbee and the lil' snowflakes can give each other haircuts on the way to school! Such a time-saver!

JB:?Loser
I applaud Honda's innovation and real-world functionality of the HondaVac. It's not a wimpy vacuum by any means. It is very lazy, however. A $30 garage vacuum will do the same thing, and when on the road a $1 car-wash vacuum cleans up impromptu hissy-fit messes.

JW: Winner
Automotive gold, that vacuum system is. Stow 'n Go is a great comparison, because I believe its role in keeping Chrysler and Dodge alive in the minivan segment can't be overstated. Have you sat in those seats? They're terrible, but the way they fold into the floor is so slick that they've charmed many a buyer ? who might not ultimately fold them often enough to justify the discomfort. The Odyssey vacuum would likewise lure buyers even if it didn't work well, but it seems to.

2014 Jeep Cherokee 2014 Jeep Cherokee

MH: Winner
It's all in the name. Jeep would have saved itself a lot of unnecessary comparisons with the previous-generation Cherokee SUV if it had come up with a different name for this all-new crossover. Whether you love or hate the design ? and after seeing it in person, I kind of love it ? the Cherokee demands your attention. There's a lot of substance here, too, with a high-quality interior and a roomy backseat. Priced right, it should be a hit.

AB:?Loser
It's the two faces that disturb me. There's the squinty-eyed predatory face up top descending upon the screaming, droopy-eyed face below it. See it? Admittedly, I first saw this trucklet at a preview in December, and it had chrome reflectors for those middle lights that threw everything off ? it actually does look better with them blacked out and blended into the lower bumper. I understand Jeep needs to get more aerodynamic for fuel-economy gains, but this just loses too many of the traditional Jeep styling cues in the process. Cherokee isn't the only name I keep hearing in relation to this new truck ? the other one is Pontiac Aztek.

JB: Winner
Love it. The Cherokee is freshly designed and functional, and it's significantly more attractive in person. There's dedication in the available trim levels to satisfy road goers with the Limited as well as off-road fiends. Trailhawk off-road models look especially mean, and with matte highlights, I see the Warthog multipurpose vehicle from the Halo video-game series.

JW: Winner
JB sees the what from the what? I've respected the styling since a sneak preview a few months ago, and I like it more now. Honestly, the small backseat and cargo area are major problems, but the front seats, interior quality, features and capability are all upsides. If Jeep dumps the Compass and Patriot, builds something larger and stops calling the Cherokee midsize, there will be fewer objective aspects to complain about.

2014 Kia Soul 2014 Kia Soul

MH:?Loser
The Soul gets some significant platform updates for 2014, but you wouldn't really know it from looking at it. When cars are defined by their designs, like they are with the Nissan Cube and Scion xB, evolving the concept is a big challenge and it's no less of one here.

AB: Winner
I've always liked the Soul, even with its former Playskool-grade interior, I've found it to be comfortable, funky and unique, and the new one looks like even more fun. However, I'm worried that Kia is trying to make themselves a Juke or even a Mini competitor here. This new model has a lot of luxury content that's just going to add weight and cost. No Soul should cost anywhere near $30,000.

JB: Winner
The Soul's proportions and function have always been a winning combination. Its interior has not with mostly cheap materials that don't look or feel of much quality. That's changed for 2014, and it's a noticeable improvement with more soft-touch materials and black-gloss finish trim pieces.

JW: Winner
The exterior changes take away from the Soul, making it less distinctive in front and more distinctive (in a negative way) in back, but this is one of those cases where I prefer to let individuals make their own aesthetic judgments. At least it's different. The interior is much improved. There are lots of advanced features along with the quality gains. If the ride and handling improve, as they have in other recently redone Kia vehicles, this will be a winner many times over.

Perhaps reading about the Mirage's puny specs, like its 74-horsepower three-cylinder engine, created unnaturally low expectations for Mitsubishi's new subcompact hatchback, but I walked away impressed with its roomy and relatively comfortable cabin. When you take into account its expected thriftiness at the gas station, the Mirage might surprise people.

AB: Winner
It wins simply because it makes the Smart ForTwo completely irrelevant. The Mirage's three-cylinder engine has 4 hp more than the Smart's three-cylinder; it handily trounces the ForTwo's fuel economy (by a lot) and features room for two extra people and their stuff. Is this going to save Mitsubishi in the U.S. market? Not a chance. Scrapping all of its U.S.-made midsize cars and SUVs in favor of expensive, imported-from-Japan compacts and minicars is no recipe for success, but it might delay Mitsubishi's demise a while.

JB: Winner
It pains me to call a dinky car with 74 hp a winner, but its fuel economy of 40 mpg city/highway combined and potentially low price could be a winner for value shoppers looking for a high-mileage small car. Tiny cars like the Chevrolet Spark and Smart ForTwo can't match the Mirage's mileage claim.

JW: Loser
Aaron is still new to the team, so he hasn't learned that the ForTwo has been dead to us for years. The legit competitors are the Spark and Scion iQ. The Spark was surprisingly impressive even after I drove it. The iQ? Only until I drove it. A 74-hp three-banger and continuously variable automatic transmission are a recipe for disaster. This thing looks so old inside that I'm surprised Coda hasn't electrified it.

2014 Scion tC 2014 Scion tC

MH: Loser
The updated tC coupe incorporates some design cues from the brand's FR-S sports car, especially up front, but the look doesn't go all that well with the rest of the design. Not helping matters is an interior that's heavy on cheap-looking ? and feeling ? materials. You can do better, Scion; I know you can.

AB: Loser
Snore. Same old car but now with a Toyota Avalon front end, dull gray interior and LED "Altezza-style" taillights that went out of style five years ago. In a world where you can get a 201-hp Veloster Turbo or Honda Civic Si coupe for just a couple grand more, where's the appeal of the boring tC?

JB: Loser
Despite interior updates, the Scion tC still isn't on the same level as the Hyundai Veloster or Honda Civic. Its inspiration from the awesome FR-S should have been left where it belongs -- on the rear-wheel-drive sports car, though you can't blame Scion for wanting to see some of that car's success on the less interesting tC.

JW: Loser
Tale of two compacts: Honda and Scion came out with new generations; the Civic remained good but took a few steps backward. One model year later, Honda fixed it. The tC took more steps backward in 2011 and Scion still hasn't fixed it. I'd respect them more if they reverted to the gen-one tC.

2014 Subaru XV Crosstrek Hybrid XvWL

MH: Loser
I like the XV Crosstrek and think the gas-only version should do well for Subaru, but the hybrid's estimated gas mileage ? only 3 mpg better in combined city/highway driving ? is a problem in an era when hybrids must produce big fuel-economy gains to warrant their extra cost. Pricing hasn't been released yet, but the upcharge will have to be pretty small for the hybrid version to be worth it for most buyers.

AB: Loser
For Subie's first hybrid, this thing is lame. The whole point of a hybrid is better fuel economy, and the XV Crosstrek Hybrid just isn't enough of a hybrid to actually deliver. It's rated at 28/34 mpg city/highway, whereas the conventional version gets 25/33 mpg. It'll probably sell like crazy to loyal Subaru owners despite the extra cost and awful Linda Blair Upchuck Green paint, but as hybrids go, this is weaksauce.

JB: Loser
Like Mike and Aaron mention, the mileage improvement is weak for a hybrid. Maybe an off-road-oriented XV Crosstrek model with a lifted suspension wasn't the best way to introduce a hybrid.

JW: Loser
Everything that's wrong with the hybrid movement is summed up here: not enough efficiency gained. Aaron's right that Subaru junkies will probably buy it, though if it doesn't drive as well as or better than the average hybrid, it could be dead in the water. Aaron's also wrong: Its character Regan MacNeil who puked green in Technicolor. Poor Linda Blair. She never recovered from that role.

MH: Winner
The next version of the WRX likely won't be this aggressive-looking ? the WRX STI, perhaps ? but even if some of the bolder cues like the huge fender flares and massive rear diffuser are toned down the car's great stance and proportions should remain.

AB: Winner
Subaru almost always does gorgeous concept cars, and the WRX Concept is no exception. The problem is when Subie goes to turn the concept car into reality, and designers lose out to more conservative executives (see the Advanced Tourer Wagon concept from 2011 for confirmation). If the actual next-generation WRX looks as good as this low, wide sedan concept does, I will be stunned.

JB: Winner
Almost as an apology for the XV Crosstrek Hybrid, Subaru redeemed itself with the hot WRX Concept. The best way to view the WRX Concept is from the rear three-quarter view where the bulging rear fenders and sleek profile impress. Hopefully some of the design makes it to production because Subaru's track record isn't that great for translating a concept car into a production model.

JW: Winner
Great to stare at from many angles, especially when far-out concepts are in short supply, as they have been for a few years. JB's right about the rear three-quarter view. That's some jet-fighter stuff going on there. I hope they use a glowing badge in the grille of a real car someday.

2014 Toyota Highlander 2014 Toyota Highlander

MH: Winner
The new Highlander's big-mouth grille is more than a little off-putting in photos, but in-person the crossover wears it well and it's not nearly as overpowering. Add up all of the other significant exterior changes with the all-new interior and there's a lot that's new on the 2014 Highlander. It all works quite well.

AB: Winner
Some of the styling may be derivative, such as the profile that looks like Volkswagen's 2013 CrossBlue concept and the rear end that looks like a new Nissan Pathfinder, but I applaud Toyota for using some more aggressive styling cues for the front end. It's actually distinctive ? and when is the last time you heard that about a Toyota? The interior is a massive step up from the current Highlander, and from many recent Toyotas in general. Good to see content being put back in after years of cheapening out.

JB: Winner
Toyota took a chance with the 2014 Highlander's aggressive, unique exterior styling. And they nailed it. Previously a drab SUV that was practical but not particularly interesting is now even more attractive and higher quality while also improving usability. The interior of the upscale Limited trim level on display is almost as classy as the 2013 Toyota Avalon, and there's considerably more usability from the rear seating and cargo area.

JW: Winner
In our comparison test of large crossovers with three rows of seats, what held the 2011 Highlander back was its interior quality and its snug third row. Toyota addressed both. Definitely a winner.

2015 Volkswagen Golf, GTI 2015 Volkswagen Golf and GTI

MH: Winner
Some might complain that all the Golfs and GTIs of recent memory look the same ? they do to a certain degree ? but as hatchbacks go, the design is athletic, so why toss it out? I'll take the Golf's and GTI's classic lines over a busily styled hatchback any day.

AB: Winner
The Golf formula is pretty unique in the U.S. market: a relatively inexpensive hatchback with European handling, luxury-car interior quality and decent resale value. But the GTI is truly a benchmark, and this new one looks even better. Golfs never change too much between one generation and the next; but when you're this good, you never really have to.

JB: Loser
Seeing as I had to look for the "All-New Golf" license plates on the show floor to distinguish them from the old car, the Golf is easily forgettable under the auto-show lights. It is an impressive car, however, with a high-quality interior just as the Golf and GTI have been in previous generations.

JW: Loser
I'm on Team Bruzek for this one. They might even look more boring than the outgoing generation. From the rear three-quarter and profile views, the blue Golf looked slab-sided, though the red GTI came across better. Yes, it's nice inside, roomy and likely a great-driving car, but for a redesign, I want more of a redesign, even if it appeals less to me, personally, than to others (see Soul, above).

(AP) ? Nelson Mandela is making "steady progress" while being treated for a recurring lung infection and he had a full breakfast on Friday, South African authorities said.

The office of President Jacob Zuma released a statement in which it said the former president and anti-apartheid leader was in good spirits after being taken late Wednesday to a hospital in the capital, Pretoria.

"The doctors report that he is making steady progress. He remains under treatment and observation in hospital," the statement said.

"We would like to repeat our appeal for the media and the public to respect the privacy of Madiba and his family," it said, using Mandela's clan name, a term of affection.

It is 94-year-old Mandela's third trip to a hospital since December. At that time, he spent three weeks in a hospital in Pretoria, where he was treated for a lung infection and had a procedure to remove gallstones. Earlier this month, he was hospitalized overnight for what authorities said was a successful, scheduled medical test.

The Nobel Peace Prize laureate has been particularly vulnerable to respiratory problems since contracting tuberculosis during his 27-year imprisonment for fighting white racist rule in his country.

President Barack Obama said Thursday he was concerned about Mandela's health, but noted he was as strong physically as he has been in leadership and character. Obama said he was sending his thoughts and prayers to Mandela, and he described him as a hero and an inspiration who gave everything to his people.

Zuma's office said Thursday that doctors were acting with extreme caution because of the advanced age of Mandela, who has become increasingly frail in recent years.

Mandela, who became South Africa's first black president in 1994, is a revered figure in his homeland, which has named buildings and other places after him and uses his image on national bank notes.

Ten years and 10,000 fewer premature deaths later

NEW YORK (Reuters) - New York City Mayor Michael Bloomberg marked the tenth anniversary on Wednesday of his ban on smoking in bars and restaurants with a report saying the ban and subsequent anti-smoking measures had prevented 10,000 premature deaths.

"Ten years ago when New York City prohibited smoking in restaurants and bars, many predicted the end of the hospitality, restaurant and tourism industries," Bloomberg said in a statement.

"Yet ten years later, fewer New Yorkers are smoking, we are living longer, our industries are thriving and nobody longs for a return to smoke-filled bars and restaurants."

Critics of the move feared banning smoking would hurt the restaurant and bar business, but the Health Department report said there are now some 6,000 more restaurants and bars in the city than there were a decade ago.

The city's Smoke-Free Air Act came into effect a little over a year into Bloomberg's first term as mayor in 2003 and prohibited smoking inside bars, restaurants and most workplaces.

The following year, the city began providing free nicotine replacement therapy to smokers trying to quit and in 2011 expanded the smoking ban to the city's parks and beaches.

According to the report released on Wednesday, the proportion of adult smokers dropped by about a third to 15 percent in 2011 from 21.5 percent in 2002. The report, released by the city's Health Department, also said the proportion of youths under age 18 who smoke dropped by about half to 8.5 percent.

Bloomberg's tenure, which will end this year, has been marked by his efforts to improve New Yorkers' health by trying to induce them to eat less salt, trans fats and calories in general, among other measures.

Bloomberg has been criticized by some as paternalistic but his efforts have coincided with an increase in New Yorkers' life expectancy, including a decline in tobacco-related deaths.

Bloomberg's attempt to limit the size of sugary drinks sold in the city was derailed this month only hours before the new rules were to take effect when a judge ruled that they were "arbitrary and capricious". The city is appealing that decision.

A week later, Bloomberg announced his plan to require shops to hide cigarettes and tobacco products from public view, arguing that would shield young people from marketing efforts.

Some shop owners and cigarette manufacturers have criticized the plan as unnecessary extra regulation that would infringe the free speech provision of the U.S. Constitution.

Bloomberg also proposed a minimum price of $10.50 for a pack of cigarettes, in the hope that some smokers would find the habit too expensive to maintain. The two bills are now before the city council.

Smoking remains the leading preventable cause of premature death in the city, according to the Health Department.

Ronald Bayer, a professor of public health at Columbia University, called Bloomberg's health initiatives a "major achievement" and said his efforts to make smoking less socially acceptable were an effective and legitimate use of his office.

He said it remains an open question how much further government could go to discourage smokers to quit.

Syrian officials: 10 killed in university attack

DAMASCUS, Syria (AP) ? Mortar shells slammed into a cafeteria at Damascus University on Thursday, killing at least 10 people and wounding 20 in what was the deadliest in a string of such attacks on President Bashar Assad's seat of power, state media and officials said.

Rebels began firing shells at the capital earlier this year, and the strikes have become increasingly common in recent weeks as rebels clash with government troops on the east and south sides of the city.

State-run TV said the casualties occurred when mortar shells struck the cafeteria of the university's architecture department in the central Baramkeh district.

At one point, the official news agency SANA said 15 people were killed, but later the news agency put the death toll at 10. A Syrian official who spoke to The Associated Press on condition of anonymity because he was not authorized to give official statements said 20 people were wounded in the attack.

There was no immediate claim of responsibility for the attack, which came two days after rebels barraged Damascus with mortar shells that killed at least three people and wounded dozens.

The shelling rarely causes many casualties, but it has shattered the aura of normalcy the regime has tried to cultivate in Damascus. In recent days, rebels have struck deeper than ever into the heart of the city in a new tactic to try and loosen Assad's grip on his main stronghold.

The government blamed "terrorists," the term it uses for rebels fighting to oust Assad, and called the attack as a "barbaric massacre."

Government-run Al-Ikhbariya TV showed footage of plastic tables and chairs turned upside down, shattered glass and pens and books scattered on the floor. Pools of blood were seen on the floor of the open-air cafeteria. The station showed paramedics trying to revive a wounded girl.

The Britain-based Syrian Observatory for Human Rights confirmed the attack, saying many of the wounded were in critical condition.

Syria's crisis began in March 2011 with protests demanding Assad's ouster. Following a harsh government crackdown, the uprising steadily grew more violent until it became a full-fledged civil war. The U.N. says Syria's two-year civil war has killed more than 70,000 people.

The mortar attack at the university occurred as officials denied opposition claims that an Iranian cargo plane allegedly carrying weapons to Assad's regime was hit as it landed at Damascus International Airport.

Al-Arabiya and Al-Jazeera TV quoted activists as saying that the plane was hit Wednesday night and caught fire as it was landing. State-run TV denied the report while the Observatory chief, Rami Abdul-Rahman, said he could not confirm that such an incident happened.

Ghaidaa Abdul-Latif, the general director of the Syrian Arab Airlines, denied in a telephone interview with The AP the occurrence of any incident at the airport. She stressed that all reports about the incident were "absolutely untrue."

Earlier in the day, activists said Syrian rebels attacked army checkpoints in and around a key southern town that is a gateway to Damascus.

The Observatory said rebel attacks were under way in and around Dael in the strategic Daraa province, which borders Jordan. The Local Coordination Committees, another activists group, said regime bombardment of Dael killed at least three people on Thursday.

The Observatory also reported violence in other parts of Syria, including the northern regions of Idlib and Aleppo, and air raids on the suburbs of Damascus.

The fighting comes as Mideast powers opposed to Assad have stepped up weapons supplies to Syrian rebels in coordination with the U.S. in preparation for a push on the Syrian capital, according to officials and military experts who spoke to the AP in Jordan.

In Jordan, the U.N. refugee agency said a riot broke out at a refugee camp for Syrians in the country after some of the refugees were told they could not return home.

Ali Bibi, a U.N. refugee liaison officer in Jordan, said it was unclear how many refugees were involved in Thursday's melee at the Zaatari camp. The riot broke out after some Syrians in the camp tried to board buses to return to their country.

He said Jordanian authorities refused to let the buses head to the border because of ongoing clashes between the rebels and Assad's forces in southern Syria, just across the border from Jordan. Bibi said there were no immediate reports of injuries.

Turkish officials on Thursday denied reports that the country was deporting several hundreds of Syrian refugees for causing disturbances inside a refugee camp near the border. A Foreign Ministry official said, however, that a group of 100 refugees asked to be allowed to leave the camp and to return to Syria on their own free will.

A fire at the camp in the town of Akcakale late Wednesday killed a 7-year-old child and sparked unrest among the refugees.

A camp security official said local authorities identified about 300 people who allegedly caused the disturbance and prepared to deport them. But the move was stopped by government officials, he said. He spoke on condition of anonymity because he was not allowed to discuss the situation in the camp with journalists.

The U.N. refugee agency could not immediately confirm the reports, but said it was concerned by allegations of possible deportations from Akcakale and was seeking further information.

In Israel, the military said it was beefing up medical teams along the border with Syria following several cases of wounded Syrians crossing the frontier to seek medical assistance.

A military official, who spoke on condition of anonymity under military protocol, said on Thursday there have been "numerous incidents" in recent months in which Syrians wounded in the fighting in their country arrived at the frontier for first aid from Israeli medics.

Eleven of them were taken and treated at Israeli hospitals, including one who died from his wounds on Wednesday. Others returned home after their conditions have improved.

The official spoke on condition of anonymity under military protocol. He said the military's focus in the Israeli-held Golan Heights was still on security and defense but that Israel sent extra medical teams to the area realizing more wounded could soon arrive.

Unemployment fell in February in 22 US states

(AP) ? Unemployment rates fell in 22 U.S. states in February from January, a sign that hiring gains are benefiting many parts of the country.

The Labor Department said Friday that unemployment rates rose in 12 states and were unchanged in 16.

Nationally, the unemployment rate slid to a four-year low of 7.7 percent in February, down from 7.9 percent in January. Since November, employers across the country have added an average of 200,000 jobs a month, nearly double the average from last spring.

States hit hardest during the recession are showing improvement.

In Nevada, unemployment dropped to 9.6 percent last month, down from 11.8 percent a year ago. That's the biggest year-over-year decrease among states.

One reason for the big drop is that people have stopped applying for jobs. Nevada's work force ? those working or looking for work ? fell nearly 1 percent in the year through February. Only those looking for work are counted as unemployed. But hiring accelerated, too: Jobs in Nevada rose 2 percent over the past year.

Unemployment in California fell to 9.6 percent last month, down from 10.8 percent in February 2012.

California and Nevada are still tied with Mississippi for the nation's highest unemployment rate.

Florida's job market has also rebounded in the past year. The Sunshine State's unemployment rate fell to 7.7 percent in February, down from 9 percent a year earlier.

North Dakota once again held the nation's lowest unemployment rate, at 3.3 percent. The state is benefiting from a boom in oil and natural gas production. Nebraska had the second-lowest rate, at 3.8 percent.

Overall, 42 states added jobs in February from January, and just eight lost jobs. The biggest monthly job gains came in Texas (up nearly 81,000) and California (up more than 41,000).

In the 12 months up to February, Texas gained nearly 294,000 jobs, and California 128,000. On a percentage basis, North Dakota reported the fastest job growth over the past year, rising 5 percent.

Shell faces new probe over Alaska drill program

ANCHORAGE, Alaska (Reuters) - A fourth government probe is under way into Royal Dutch Shell's mishap-prone 2012 Alaska drilling season, this time for possible violations of international marine environmental rules, a U.S. Coast Guard official said on Wednesday.

The Coast Guard has asked federal prosecutors to consider taking action on possible violations of the International Convention for the Prevention of Pollution from Ships (MARPOL) committed in the operations of Shell's Kulluk drillship, said Rear Admiral Thomas Ostebo, head of the Coast Guard in Alaska.

Shell, which had planned to drill up to five wells offshore Alaska in 2012 and a similar number this year, has previously said it will pause its Alaska operations to regroup due to complications faced in the harsh northern environment, but it expects to resume drilling next year.

Ostebo said he had commissioned one investigation already launched into the December 31 grounding of the Kulluk and that the Coast Guard has forwarded findings of safety and environmental violations on the Noble Discoverer, Shell's other Alaska drillship, to U.S. prosecutors for possible enforcement action.

"Last week, I also referred a separate Kulluk investigation into potential MARPOL violations from 2012 to the Department of Justice for their review and potential follow-on action," Ostebo said at a field hearing convened by Senator Mark Begich.

Ostebo declined to comment further, with the review pending.

Shell's 2012 drill season had earlier been the subject of a 60-day review by the U.S. Department of Interior that concluded Shell was ill-prepared for Alaska's marine rigors, had not adequately overseen contractors and had committed other lapses.

Pete Slaiby, Shell's vice president for Alaska operations, declined at the hearing to speak about the investigations. He did note that drilling operations - the first in open waters in Alaska's Arctic in 15 years - were completed safely.

Shell had been planning last year to drill up to two wells in the Beaufort Sea, off northern Alaska, and up to three wells in the more remote Chukchi Sea, off northwestern Alaska.

But with equipment failures, permitting problems and sea-ice complications, Shell was only able to drill the top portions of one well in the Chukchi and one well in the Beaufort during the fall open-water season. It then moved its drillships and support vessels out of the Arctic.

The Kulluk, after escaping tow lines crossing the stormy Gulf of Alaska, grounded south of Kodiak Island on December 31. A week later, it was refloated and towed to a nearby bay.

The ship on Wednesday began its voyage to a Singapore shipyard for repairs, Shell spokesman Curtis Smith said.

With two rigs out of service, Shell last month said it will pause its Alaska drilling operations in 2013.

It still expects to resume drilling in 2014, and may be joined in the Chukchi Sea by ConocoPhillips, which holds extensive leases in the basin.

Tommy Beaudreau, deputy Interior secretary and director of the Bureau of Ocean Energy Management, said ConocoPhillips could face different rules than those imposed on Shell.

Conoco plans to drill from a jackup rig rather than a floating drillship, so safety issues might be different from those with Shell, though regulators plan to be just as strict about the potential for loss of well control, Beaudreau said.

Control at the source is critical in the Arctic because of geographic remoteness, isolation, and sea ice, he said.

"We don't prescribe a one-size-fits-all solution to this issue. But we will be very demanding on this issue," said Beaudreau, who testified by teleconference.

Regulators required Shell to have a special barge with an oil-containment dome to respond to any blowouts. Shell was unable to get the dome and barge working right for 2012, so it was not allowed to drill into hydrocarbon-bearing zones.

Lawrence D. Elliott: Respectful Love

Memories of the Past

If you ever saw her on the street, the words glamour, class, and style would immediately come to mind. Her sunny smile would brighten up the most cloudy and gloomy day. Whether wearing a dark winter coat with a white silk scarf or one of her self-knitted sweaters and boots... every eye seems to focus on her the moment she enters any room or even as she walks down the most crowded street. And that includes me.

Cornelia G. Becker is not only a popular international photographer and owner of her own firm, but a published author and poet who creates emotional imagery with her words, both in her native German and in English. But there is something about her you wouldn't notice at first glance, no matter how long that "glance" is. She's also a rape survivor. This also means she's a fighter. She's fought hard to keep that smile shining and that spirit alive. And you can feel it whenever you're around her.

Lucky for me, she still believes in love. It's evident in the poems and breathtaking photographs she shares with the world. I don't know if I could have made it through such an existence in one piece. But for her, it was more than just an existence. She has chosen to live. Whenever I'm with her and see how she travels through life, it's hard to remember the bumpy and treacherous road on which she's had to navigate. Like a delicate butterfly, she lives to find the most beautiful flowers in the ugliest fields.

This, my friends, is what might be considered by the Germans as a Liebeserkl?rung -- a declaration of love. But it's more than that. This is someone for whom I have the utmost respect. Not just because of her physical beautiful, but also for the spiritual power she possesses. What is inside only enhances what is on the outside. There are those moments I discover myself transfixed as I watch her every move. I'm totally mesmerized!

But to my surprise, I find she is unaware of what a treasure she is. The fact is, not enough people have spoken of or shown to her the realities of her value. This, of course, shocks the hell out of me! It's sad how so many are all too happy to pounce on our failures, but are graveyard silent when something positive should be said.

But she carries on. And I watch. I see. I notice the attention she garners and it speaks louder than any words could. She is something special, indeed.

But I'm making up for the oversight of others. I let her know every chance I can, both in words and in deeds, just how special she truly is. I don't want her to ever forget how grateful I am to have her in my life. And it's an honor to do so because I'm a better man just being around her. My respect for her grows with each passing day. And so does my love.

GM in next phase of hoped for Buick revival

NEW YORK (AP) -- Stop me if you've heard this one before: There's this famous car brand whose average driver is more familiar with Social Security than social media.

General Motors Co. will make another attempt to get Buick to appeal to younger buyers with freshened up versions of the Regal midsize sports sedan and the LaCrosse large luxury car. GM unveiled the pair Tuesday ahead of the New York auto show.

Youth has been the theme of several of Buick marketing campaigns during the last three decades, with famous pitchmen from Tiger Woods to Shaquille O'Neal. Sales have even risen recently after a dramatic and lengthy decline. But even with that recent success, odds are against GM making Buick a go-to option for large numbers of drivers below the age of 40.

Buick, once coveted for its understated elegance, used to be a dominant brand. In 1984, GM sold 942,000 Buicks in the U.S., according to Ward's AutoInfoBank. But many Buick buyers died, and younger people opted for SUVs and cooler European cars. Sales tumbled, bottoming out at just over 102,000 in 2009. GM only kept the brand alive because it became a huge seller in China.

The company doesn't expect Buick sales to approach 900,000 per year again. But executives say they can still make a lot of money selling the higher-priced luxury vehicles with lower sales numbers.

GM is giving the LaCrosse a more sculpted, modern look. It gets updated LED daytime running lamps and tail lights and a larger front grille. On the inside, it gets new, more supportive seats and a modernized center stack with fewer buttons than the current car. The interior will have more of a luxury feeling to differentiate it from the sportier Regal.

The Regal gets similar cosmetic changes on the outside. Inside, more supportive seats and a simpler dashboard and center console give it a sportier look. GM's 2.4-liter four-cylinder "e-Assist" engine, with a small electric motor that helps boost gas mileage, becomes standard. A new, more powerful version of GM's 2-Liter turbocharged engine, with 259 horsepower, is in the sportier models, the turbo and GS.

GM says the Regal will be more responsive, refined and efficient than the previous model.

The LaCrosse goes on sale late this summer and the Regal comes out in the fall. Prices and gas mileage weren't released, but GM hinted at efficiency and price increases. The current Regal starts at $29,015, while the LaCrosse starts at $31,660.

The LaCrosse, a new model in 2009, and the Regal, new in 2010, have helped Buick's sales rise during the past three years, and reached 180,000 in 2012. Other catalysts were the new Verano, a compact based on the Chevrolet Cruze, and the Enclave, a big crossover SUV, that got a facelift last year. Also, Buick's new Encore small SUV is just starting to hit showrooms.

The new products have helped to change Buick's demographics. In 2006, Buick buyers on average had celebrated 64 birthdays. Last year that fell to 57, according to the company, The average car buyer in the U.S. is 52, according to the TrueCar.com auto pricing site.

Tony DiSalle, vice president of Buick marketing in the U.S., said Buick was the only luxury brand to lower its average age in the past five years. The Verano has helped ? small cars tend to draw younger buyers. But Buick still wants to catch more people in their 40s. Regal buyers, on average, were 53 last year. The average age for a LaCrosse buyer wasn't available.

But the new cars haven't helped Buick sales keep up with the industry. Last year, Buick sales grew only 1.6 percent while total U.S. auto sales rose 13 percent. Spokesman Nick Richards blames the slow growth on a cut in low-profit sales to fleet buyers such as rental car companies as GM tries to boost the brand's resale values. He says retail sales to individual buyers rose about 6 percent.

So far this year, though, sales are up 22 percent, DiSalle said. The brand, he said, now has five models to sell, when last year at this time it had only three. "We certainly have the ability here to go to market with broader market coverage," he said.

Still, Buick's models combined were outsold last year by single models from other automakers. Ford, for instance, sold just over 241,000 Fusion midsize cars last year, beating Buick by itself. But Buick did outsell some competing luxury brands including Acura, Infiniti and Lincoln.

Four years ago, Buick's future was in doubt. Members of the Obama administration's autos task force thought about getting rid of Buick during GM's government-funded trip through bankruptcy court. But the brand survived because of a strong following in China. Chinese drivers bought more than 700,000 Buicks last year, up 8 percent from 2011.

In the U.S., Buick likely won't approach those numbers because the stodgy image clings to the brand.

"The vehicles themselves are very suited for young driving habits. Good fuel economy, performance, nice looking," said Rebecca Lindland, owner of Rebel Three Consulting of Greenwich, Conn.

"But it's still not cool to be in a bar and say you have a Buick."
